Manatee Rescue The Florida Fish and Wildlife Conservation Commission (FWC) rescued the manatee with the help of the Volusia County Marine Mammal Stranding Team, after citizens made several reports of a manatee being excessively buoyant, meaning floating higher than normal at the surface of the water.
